S.C. BlueCross Names Mahaffey Vice President in Government Programs Division February 14, 2011
Columbia, S.C.– BlueCross BlueShield of South Carolina has named Marti Mahaffey vice president of marketing and chief business development officer for its Government Programs division.
Mahaffey was an executive in BlueCross’ Government Programs division for 10 years before joining Health Care Service Corporation, where she served as senior vice president for government markets for the past three years.
In her newly created position at BlueCross, Mahaffey will work with the company’s Government Programs subsidiaries to determine business development priorities and strategies. Responsibilities include overseeing initiatives that integrate planning and strategy development into business development activities, researching and analyzing potential business opportunities, and developing relationships with government business partners and decision makers that lead to successful procurement results.
BlueCross’ Government Programs division, which employs approximately 5,000 people, includes subsidiary companies that provide administrative services for federal health care programs such as Medicare and TRICARE.

Mahaffey has more than 30 years of government business development and government programs experience, including 10 years with S.C. BlueCross and 10 years with two other Blues organizations. She also worked for several years in the Washington, D.C., offices of two international management consulting firms. Her public sector experience includes management positions in the executive office of the president of the United States, the U.S. Department of Health and Human Services, and the federal Centers for Medicare & Medicaid Services.
Mahaffey has a bachelor’s degree from Bryn Mawr College, a master’s degree from Southern Methodist University, and an MBA from the Darden School of Business at the University of Virginia.
